Senior Consultant for Project Acquisition

The Center for Evaluation and Development in Mannheim, Germany, is looking for a Senior Consultant for Project Acquisition to join its team working on impact evaluation in developing countries.

With a strong focus on quantitative impact evaluations in developing countries we are one of the leading research centers in the areas of poverty reduction, microfinance, health insurance, education, humanitarian assistance, and nutrition in Germany. Our vision is to improve the lives of the poor and the vulnerable by making development interventions more effective. We are currently conducting projects all over the world and maintains research relationships with 3ie, ACTED, IFAD, ILO, IPA, J-PAL, the World Bank, and UNICEF to name just a few of our cooperation partners.

Your tasks as a Senior Consultant for Project Acquisition would include:

  • Proposal development including conceptualization and acquisition for various donors, e.g. World Bank, 3ie, GIZ and other
  • Preparation of Expressions of Interest or other pre-qualification documents and proposals
  • Coordinating project proposal writing including own contributions to project proposals
  • Communicating and liaising with project partners and donors
  • Quality Management and continuous improvement of project acquisition process and projects
  • Data management, developing a sustainable data infrastructure
  • Backstopping for projects (Project management)

You have a PhD or a Master’s degree in economics, statistics or social science with substantial experience in quantitative analysis. Within your 3 to 5 years of working you gained managerial experience in international development or related fields – preferably conducting field surveys and data collection in developing countries has been part of your job as well.

You have excellent written and verbal communication skills in English and preferably in French as well, with a high attention to detail and the ability to work under pressure. Knowledge of common statistics software packages (e.g. STATA) is needed.

While you will be working in a team, you are able to manage multiple tasks. You enjoy interacting with a wide range of individuals ranging from researchers to donors and local partners, and you are able to maintain good collaborations. If required, willingness to travel to research project sites is a necessity.

The position offers a good opportunity to deepen your expertise in applied econometrics, impact evaluations and survey methodology as well as general management skills. The position is based in Mannheim, Germany. We are interested to offer you a long-term job perspective including personnel development.

The position is oriented on TV-L 13 pay scale for Baden-Württemberg. The salary is comprised between about 3900 and 4200 monthly gross salary, depending on the level of your prior professional experience.
