(Senior) Research Manager for Impact Evaluations in Developing Countries (f/m)

The Center for Evaluation and Development (C4ED), Germany, is looking for a Senior Research Manager to join its team of impact evaluators working in developing countries.

With a strong focus on quantitative impact evaluations in developing countries we are one of the leading research centers in the areas of poverty reduction, microfinance, health insurance, education, humanitarian assistance, and nutrition in Germany. Our vision is to improve the lives of the poor and the vulnerable by making development interventions more effective. We are currently conducting projects all over the world and maintains research relationships with 3ie, ACTED, IFAD, ILO, IPA, J-PAL, the World Bank, and UNICEF to name just a few of our cooperation partners.

Your task as a (Senior) Research Manager would mainly consist in designing, supervising and coordinating surveys for the experimental or quasi-experimental impact evaluations we are conducting in developing countries. In collaboration with the researcher team, you will take a leading role in structuring the data collection process. Specifically, your task will include:

  • Designing data collection in developing countries to fit the needs of the researchers;
  • Administrating data collection: budgeting, recruiting, making data quality checks, managing data storage and processing;
  • Setting up data collection structures with local partners in the respective countries;
  • Providing training and capacity building in Germany and in the field;
  • While the focus is on quantitative methods, conducting or designing qualitative data collection will also be part of the tasks;
  • Frequent travelling of short duration to set-up the data collection in the field;
  • In cooperation with researchers, performing data analysis;
  • Reporting and proposal writing: you may be required to work on reports and proposals;
  • Programming questionnaires in data collection software and developing a sustainable data infrastructure.
  • Documenting the data collection process.

You have a Master’s degree in economics, statistics or social science with substantial experience in quantitative analysis. Within your 3 to 5 years of working you gained managerial experience in international development or related fields – in particular on conducting field surveys and large scale data collection in developing countries. Skills in qualitative data collection and mixed method analysis would be a plus.

You have proven quantitative skills, knowledge of common statistics software packages (e.g. STATA) and experience with programming data collection softwares (e.g. ODK, Survey Solutions). You are willing to work yourself into setting up data infrastructure.

While you will be working in a team, you are able to manage multiple tasks and propose solutions in a timely manner with minimal supervision. You enjoy interacting with a wide range of individuals ranging from researchers to donors and local partners, and you are able to maintain good collaborations. Willingness to travel to research project sites is a necessity.

You have the capacity to maintain an organized and structured work style in a fast-paced environment and still care for details.

As we are working internationally, excellent oral and written communication skills in English are a must while excellent oral and written communication skills in French are desirable.

The position offers a good opportunity to deepen your expertise in applied econometrics, impact evaluations and survey methodology as well as general management skills.

The position can be full-time or part-time, and is oriented on TV-L 13 pay scale for Baden-Württemberg. The salary is comprised between about 3900 and 4200 monthly gross salary, depending on the level of your prior professional experience.
