Leadership

Founder and Scientific Director

Professor Dr. Markus Frölich , our founder and scientific director, holds a PhD in Econometrics from the University of St. Gallen in Switzerland. Currently, he is a Professor of Economics and Chair of Econometrics at the University of Mannheim, Germany, Professor Frölich is an affiliated professor at the Poverty Action Lab (J-PAL) and a guest professor at the University of St. Gallen. He combines his extensive academic background with over 20 years of hands-on experience in statistical analysis and impact evaluation.

His research focuses on advanced econometric and statistical methods for impact evaluations, longitudinal data analysis, and survey design. Throughout his career, Professor Frölich has led numerous evaluation projects for organizations including UNICEF, the World Bank, the European Commission, the Green Climate Fund (GCF), IFAD, ILO, UNDP, WFP, and many others. His work has spanned more than 30 countries, with a strong emphasis on regions in Africa and South Asia, helping to drive evidence-based policy and development.

Managing Director

Dr. Asmus Zoch-Gordon is the Managing Director of C4ED, where he leads the implementation of strategic goals, oversees acquisitions, manages projects, and ensures smooth daily operations. With extensive experience as a Chief Operating Officer and Senior Evaluation Specialist, he combines operational expertise with strategic insight to drive the organization’s growth and amplify its impact. A seasoned labor economist, Dr. Zoch-Gordon holds a Ph.D. in Economics from Stellenbosch University in South Africa and a Master’s degree in Economics

from Göttingen University in Germany. With over a decade of experience working in developing countries, he specializes in designing and implementing project impact evaluations, leading complex data collection efforts, and building robust monitoring and evaluation (M&E) systems.

Research Director & SME

Dr. Atika Pasha is the Research Director at the Center for Evaluation and Development (C4ED), where she has been working since 2017. She is a trained development economist with a PhD in Economics and has over a decade of experience in research and evaluation across Sub-Saharan Africa and South and Southeast Asia. She received her PhD from the University of Göttingen, having finished her Bachelors and Masters in Economics in India. She brings expertise in complex data collection, mixed-method evaluation designs, capacity building

and stakeholder engagement across diverse international development contexts. Atika has led various types of evaluations for organizations such as UNICEF, WFP, IFAD, UNDP, GCF, and DEval, focusing on health, adolescent and female empowerment, climate change, agriculture and rural economics, and multidimensional poverty.

Chief Operational Officer

Dr. Katharina Richert-Döring is the Chief Organisational Officer (COO), Team Lead and Senior Monitoring and Evaluation Specialist at the Center for Evaluation and Development (C4ED), where she has been working since 2018. She conducted her PhD in Economics at Heidelberg University, holds a Master’s in International Economics from the University of Göttingen and a Bachelor’s degree in Language and Communication from the University of Marburg. In addition, she completed the 48th Postgraduate Program at the German 

Development Institute (DIE). At C4ED, her work focuses on optimizing organisational efficiency as well as on leadership of teams and projects, design and implementation of impact evaluations and surveys across a wide range of development topics across Sub-Saharan Africa, Southeast Asia, and the Pacific, with experience in poverty alleviation, climate adaptation, and social protection programs.

Head of Acqusition

Cara Pang is the Head of Acquisitions at the Center for Evaluation and Development (C4ED), where she has been working since 2019. She holds a Bachelor’s degree in International Studies from the University of Oregon and a Master’s degree in International Relations from American University’s School of International Service. She has been working in international cooperation for nearly 15 years. At C4ED, her work focuses on identifying and acquiring new projects. She provides leadership to the acquisition department, with 

expertise in full cycle business development. She provides direction for acquisitions, including market screening, creating and improving processes and systems, quality assurance, and more. Furthermore, she is a member of the Executive Advisory Board, supporting the Managing Director in discussions and tasks regarding the overall organization.

Technical Director

Dr. Nicholas Barton is the Technical Director at the Center for Evaluation and Development (C4ED), where he oversees technical project delivery, quality assurance, and organizational capacity development. He joined C4ED in early 2018 as a Monitoring and Evaluation Specialist, later becoming a Team Lead, joining the executive board, and assuming the role of Senior M&E Specialist. He holds a PhD in Economics from Goethe University Frankfurt, where he also completed his Master’s degree in International Economics and Economic Policy. His work spans
various development sectors including education, child labor, and agricultural land rights. He has led and contributed to rigorous impact evaluations, while also working closely with policymakers with extensive field experience across Sub-Saharan Africa and South Asia.

Pakistan Office

Sharafat Hussain Shah joined C4ED in 2018 as Country Director Pakistan. He holds an MBA and brings over 20 years of extensive experience in research management, large-scale surveys, and policy analysis. He manages and leads the Pakistan office and all of its departments, including research, costing, and operations. Under his leadership, the Pakistan office also serves as C4ED’s Asia hub, supporting regional projects and collaborations. Throughout his career, he has successfully led diverse teams, overseen complex field operations, and fostered 

partnerships with government institutions, international organizations, and academia. At C4ED, he is committed to advancing evidence-based policymaking through rigorous data collection, innovative monitoring systems, and high-quality research outputs.

General Manager Ethiopia Office

Dr. Robert Poppe joined C4ED in early 2022 and is the Country Director for Ethiopia at C4ED, where he leads the implementation of strategic goals, oversees acquisitions, manages projects, and ensures smooth day-to-day operations. He holds a PhD and a Master’s degree in Economics from the University of Mannheim, Germany, and completed the Advanced Studies Program in International Economic Policy Research at the Kiel Institute for the World Economy. With over 12 years of experience in international development, Dr. Poppe specializes in impact
evaluation design and implementation, complex data collection, and the development of robust monitoring and evaluation (M&E) systems.

Innocent Mwaka

Innocent Mwaka

Team Leader, Qualitative Research and Evaluation Manager

Innocent Mwaka is a Qualitative Research Manager at the Center for Evaluation and Development (C4ED), where he has been working since 2020. He holds a Bachelor’s degree in Social Sciences from Makerere University in Uganda, a Master’s in Culture and Environment from Cologne University, and a PhD in Social Anthropology from Cologne University. He also completed a post-graduate program in Peace and Conflict Studies from Gulu University, Uganda. At C4ED, his work focuses on designing and conducting qualitative components in Mixed-Methods evaluations and designing and conducting qualitative studies and reviews. He has worked across Sub-Saharan Africa, Central Asia, and globally on evaluations in sectors such as land policy, youth employment, health and immunization, climate adaptation, and sustainable livelihoods. His experience spans both project-level and portfolio-level evaluations, including work with international organizations such as GIZ, UNICEF, IFAD, and the European Union.

Deli Ke Wang

Deli Ke Wang

Research Manager

Deli Ke Wang is a Research Manager at the Center for Evaluation and Development (C4ED), where he has been working since February 2022. He holds a Master’s degree in International Trade, Finance and Development from the Barcelona Graduate School of Economics. At C4ED, he has worked on a wide range of projects, contributing to questionnaire design and programming, indicator development, data monitoring, and data cleaning. He supported data quality assurance for the nationwide MPSS education survey (P2012) in Malawi, a World Bank-funded project involving thousands of students, teachers, parents, and other stakeholders. He also served as Project Manager for the SME Loop project (P22190), an entrepreneurship training program in Benin, overseeing key aspects of project implementation and data quality control.

Justine Abenaitwe

Justine Abenaitwe

Qualitative and Evaluation Research Manager

Justine Abenaitwe has been a Qualitative Research and Evaluation Manager at the Center for Evaluation and Development (C4ED) since May 2023. She holds an MSc in Public Health (Health Promotion) from Leeds Beckett University, UK, and a Postgraduate Diploma in Development Studies from Mbarara University of Science and Technology, Uganda. With over 10 years of experience in program implementation, research, and evaluation, she brings strong expertise in qualitative methods. At C4ED, Justine has supported research and evaluation efforts across several major projects, including the EUTF RISE project in Uganda, UNICEF’s Immunization Review in Africa, the IFC/GAFSP Macadamia project in Malawi, and CLASP’s Productive Use Appliance Financing facility in multiple African countries. Her work spans qualitative data collection and analysis, report writing, and proposal development.

Benjamin Luginsland

Senior Research Manager

Benjamin Rühl is a Senior Research Manager at the Center for Evaluation and Development (C4ED), where he has been working since 2021. He specializes in monitoring and evaluation, survey design, and digital data collection, with deep expertise in data management, programming, and enumerator training. He holds a Bachelor’s degree in Political Science from the University of Mannheim and a Master’s degree in International Development Studies from the University of Marburg. He has managed a range of high-impact projects across Sub-Saharan Africa and South Asia, including evaluations funded by the European Union and the World Bank. His work covers sectors such as education, energy access, livelihoods, early childhood education, and health insurance utilization.

Dr Johanna Gather

Dr Johanna Gather

Monitoring and Evaluation Specialist

Johanna Gather is a Monitoring and Evaluation Specialist at C4ED and joined the Mannheim office in 2022. Her work focuses on the design and implementation of rigorous impact evaluations, using methods such as randomized controlled trials and quasi-experimental designs, to assess the socio-economic and environmental impacts of development interventions. Johanna holds a PhD in Agricultural Economics from the University of Göttingen. She also holds an MSc in Agricultural Economics and a BSc in Organic Agriculture. At C4ED, she has contributed to multi-country evaluations in Sub-Saharan Africa, Central America, and Southeast Asia. Her sectoral expertise spans agriculture and rural development, food security, climate adaptation and mitigation, early childhood development, and gender-sensitive value chain development. She has worked on evaluations commissioned by the European Union Emergency Trust Fund for Africa and the Green Climate Fund’s LORTA initiative.

Elikplim Atsiatorme

Elikplim Atsiatorme is a Senior Research Manager who has been working with C4ED since 2021. With a background in monitoring and evaluations and the collection of primary data for impact evaluations, he has worked at C4ED for over four years, starting as a Quantitative Research Manager and now a Senior Research Manager. He holds a Bachelor’s Degree in Sociology and Psychology, an MPhil in Peace and Development Studies and an MA in Sociology. His work at C4ED has focused on the design and implementation of monitoring systems and evaluation including counterfactual impact evaluation of development interventions, planning and managing large-scale data collections. He also specializes in survey tool design and data management.
He has contributed to the management of evaluations and coordination of data collections for development programs in West and East Africa. His work spans impact evaluations related to economic development, capacity building, and government service delivery. He has also supported evaluations of UNICEF interventions in South and Southeast Asia, focusing on maternal and child health, immunization, education, social protection, and WASH.

Zahra Kamal

Technical Team – ME

Dr. Zahra Kamal is a Monitoring and Evaluation Specialist who joined C4ED in May 2023. Her work focuses on the design and management of research projects, including impact evaluations, case studies, and evidence syntheses. Zahra earned her PhD in Applied Economics from the University of Bamberg, Germany. She holds a Master’s degree in Quantitative Marketing from the Goethe University Frankfurt, and a Master of Business Administration (MBA) from Sharif University of Technology, Tehran. Her thematic expertise spans gender equality and gender norms, education policy, and maternal and child health, and social protection. At C4ED, she has contributed to multiple research projects, playing key roles in research design, survey development, sampling, data management and analysis, as well as stakeholder coordination.

Viviana Uruena

Dr. Viviana Urueña is a Senior Monitoring and Evaluation Specialist at the Center for Evaluation and Development (C4ED), where she has been working since 2021. She holds a PhD in Economics from the University of Göttingen in Germany and has over seven years of experience in impact evaluation, behavioral interventions, and data collection.
At C4ED, her work focuses on social protection, agriculture, and behavioral interventions, with a regional focus on Latin America and Sub-Saharan Africa.

Thomas Eekhout

Thomas Eekhout

Technical Team – Global Outreach & Institutional Relations Lead and SME

Dr. Thomas Eekhout joined C4ED in September 2020 and works as a Senior Monitoring and Evaluation Specialist, where he is responsible for designing and managing (impact) evaluations using mixed methods. As the Global Outreach and Institutional Relations Lead, he also plays a key role in building strategic relationships with development institutions and fostering long-term partnerships. He holds a Master’s degree in Research and Applied Economics and a PhD in Development Economics from the Bordeaux School of Economics, France. With nine years of experience in development economics and evaluation, he has gained expertise in labor economics, rural development, and social protection, particularly in the Sub-Saharan African region.

Elisa Sanz

Elisa Sanz

Elisa Sanz joined C4ED in 2019, where she serves as a Team Lead and Senior Qualitative Research and Evaluation Manager. She has led a wide range of qualitative and mixed-methods evaluations and research projects. She holds a bachelor’s degree in Psychology, a postgraduate degree in Mental Health Intervention with Refugees, Migrants, and Minorities, and a master’s degree in Globalization and Development Studies with a focus on migration, exile, and activism. She brings over 15 years of experience in social impact and development sector, spanning programme planning and implementation as well as monitoring and evaluation. Her sectoral expertise includes childhood, adolescence, education, migration, gender, and civic engagement. She specializes in child-friendly, gender-responsive, and participatory research approaches, with extensive experience responsibly engaging vulnerable groups such as children, marginalized populations, and survivors of violence.

Sharline is a Junior Research Manager at C4ED, where she has been working since November 2024. She holds a Master’s degree in Development Economics from the Georg-August University of Göttingen and brings various experiences in the fields of public policy, economic development strategy and coordination, social protection, trade and FDI, labour markets, and academic research. Previously, she worked at the McKinsey Global Institute (MGI), the Institute for Research in Economic Sciences (IICE), and the Central Bank in Costa Rica. At C4ED, she has worked on projects related to research and impact evaluation on topics such as child labour, social assistance programs and development coordination in various regions such as South Asia, Latin America and Africa.

Carolin Hoffmann has been working as a Project Manager at the Center for Evaluation and Development (C4ED) since 2020. She holds a Master’s degree in Management of Nonprofit Organizations and a Bachelor’s degree in Business Administration and Social Management. With a professional background in international development cooperation, she specializes in project management, communication, and event coordination. At C4ED, she manages large-scale, multi-year development projects, including initiatives funded by the European Union, contributing to the organization’s operational efficiency and external visibility.

Vanessa Rodrigues

Vanessa Rodrigues

Senior Project Acquisition

Vanessa Rodriguez is a Project Acquisition Manager at the Center for Evaluation and Development (C4ED), where she has been working since May 2023. She holds a background in Languages and Literature, with further academic studies in Publishing and in Development Education and Global Learning. With nearly 20 years of experience in educational publishing—including a decade based in Southern Africa—Vanessa has worked extensively in tender and project management with Ministries of Education in Angola and Mozambique, NGOs, and the World Bank. At C4ED, she leads the proposal development process from Expressions of Interest to final submissions, coordinating multidisciplinary teams, conducting market research, and managing institutional partnerships. She plays a key role in strategic acquisition processes, supporting donor engagement and overseeing Long-Term Agreements with organizations such as UNICEF, SECO, FCDO, and the Dutch Ministry of Foreign Affairs.

Controller-Admin and Finance

Maximilian King has been part of the Center for Evaluation and Development (C4ED) since 2024, working as a Controller in the Controlling department.He holds a degree in Business Administration from Heilbronn University and previously worked as a financial administrator for a non-profit foundation, bringing practical experience in financial oversight within mission-driven organizations.He is responsible for the development and management of controlling processes and reporting structures for C4ED Mannheim as well as for the international controlling of C4ED Global.

Kerstin Kaufmann

Kerstin Kaufmann

Office Manager

Kerstin Kaufmann has been part of the Center for Evaluation and Development (C4ED) since 2023, working as an Office Manager in the Admin and Finance Department. Primarily based in the Mannheim Office, she also supports international operations, particularly in travel management. In addition, she serves as the organization’s Data Protection Officer and assists the IT service team, focusing on hardware-related matters. She completed a German higher secondary education with a specialization in international business in Mannheim, followed by an IHK-certified vocational training as an Office Manager, including a qualification as a Foreign Language Correspondent at a major chemical group. At C4ED, Kerstin has contributed to key operational improvements, including the implementation of a travel management tool and streamlined travel processes, the optimization of procurement and inventory systems, the rollout of an HR tool, and logistical support for fundraising activities.

Orazio Pietro Attanasio

Orazio Attanasio

Orazio Attanasio is Cowles Professor of Economics at Yale University and a globally recognized development economist. He holds a Ph.D. in Economics from the London School of Economics and previously served as Jeremy Bentham Professor at UCL. His research spans early childhood development, taxation in LMICs, and inequality, with major grants from USAID, Gates Foundation, and MRC UK. He has authored over 100 peer-reviewed papers and was awarded an Honorary PhD by Università della Calabria in 2024.

Joshua D. Angrist

Joshua D. Angrist

Joshua Angrist is the Ford Professor of Economics at MIT and Director of the MIT Blueprint Labs, renowned for his work in econometrics and labor economics. He earned his Ph.D. from Princeton University and has held academic positions at Harvard, Columbia, and Hebrew University. A long-time Research Associate at the NBER, he is known for advancing causal inference methods in applied economics. He has taught graduate econometrics and labor economics extensively across top global institutions.

Robin Burgess

Robin Burgess

Prof. Dr. Robin Burgess is a Research Fellow at C4ED. He is currently a Professor of Economics at the London School of Economics and Political Science (LSE), where he is a co-founder and director of the International Growth Centre and director of the Economics of Environment and Energy Research Programme. He holds extensive leadership roles, including co-director of the Coase Project on the Economics of Climate, Energy and Environment (with Michael Greenstone), past President of BREAD, and board member of VoxDev and CEGA. Professor Burgess’ research focuses on environmental economics, development economics, and political economy, with ongoing projects across South Asia, Sub-Saharan Africa, East Asia, and Latin America.

Sergio Pinheiro Firpo

Sergio Pinheiro Firpo

Prof. Dr. Sergio Pinheiro Firpo has been a Research Fellow at C4ED since its founding. He was an Assistant Professor of Economics at the University of British Columbia (2003–2006) and at the Pontifical Catholic University of Rio de Janeiro (2004–2008), as well as an Associate Professor at the São Paulo School of Economics (2008–2015). Firpo also served as the National Secretary for Monitoring and Evaluation of Public Policies and Economic Affairs at the Brazilian Ministry of Planning and Budget for two years. His main research interests include microeconometrics, policy evaluation, labor economics, development economics, and empirical political economy. His research has received awards, including the Richard Stone Prize in Applied Econometrics.

Rajeev Dehejia

Rajeev Dehejia

Prof Dr. Rajeev Dehejia is a Research Fellow at C4ED and Professor of Public Policy and Economics at NYU’s Wagner Graduate School, where he also co-directs the Development Research Institute. He received his Ph.D. in Economics from Harvard University in 1997 and has held academic positions at Columbia University and Tufts University. His research spans applied microeconomics and econometrics, development economics, labor economics, and public economics, with a focus on methods in propensity score, matching, Bayesian econometrics, and topics such as child labor, microcredit, labor supply, and the role of religion in consumption insurance.

Pedro Carneiro

Pedro Carneiro

Prof. Dr. Pedro Carneiro has been a Research Fellow at C4ED since its founding. He is currently a Professor of Economics at University College London, and also a Research Fellow at the Institute for Fiscal Studies and Research Economist at the Centre for Microdata Methods and Practice. His research focuses on labour, education, and development economics.

Martin Huber

Martin Huber

Prof. Dr. Martin Huber is currently a Professor of Applied Econometrics and Policy Evaluation at the University of Fribourg and has been working with C4ED as a Research Fellow, particularly in the development of statistical methods for causal inference and impact evaluation, for over a decade. Martin Huber earned his Ph.D. in Economics and Finance with a specialization in econometrics from the University of St. Gallen in 2010. Following this, he served as an Assistant Professor of Quantitative Methods in Economics at the same institution. He undertook a visiting appointment at Harvard University between 2011–2012. His research encompasses methodological and applied contributions across various fields, including causal analysis and policy evaluation, machine learning, statistics, econometrics, and empirical economics.

Isabel Günther

Isabel Günther

Prof. Dr. Isabel Günther is a Research Fellow at C4ED and Professor of Development Economics at ETH Zürich, where she also serves as Director of ETH for Global Cooperation (NADEL) and Chair of ETH for Development (ETH4D). She previously held positions as Assistant Professor at ETH Zürich, Research Associate at the University of Göttingen’s Faculty of Economics, and at the Harvard School of Public Health. Her research focuses on empirical microeconomics, particularly the measurement of poverty and inequality, population economics, technologies for poverty reduction, and evidence-based policymaking, with a strong emphasis on research in Africa.

Michael Grimm

Prof. Dr. Michael Grimm has been a Research Professor of Development Economics at the University of Passau since 2012 and a Research Fellow at C4ED since its founding, contributing through impact evaluations in Sub-Saharan Africa, South Asia, and Southeast Asia in the areas of sustainable agriculture, health, and private sector development. He has also held various academic and consultancy positions throughout his career, including Professor of Development Economics at Erasmus University Rotterdam (2007–2012) and Consultant for the World Bank in Washington, D.C., working on the Macroeconomics and Poverty Assessment Skills Program in 2003.

Edward Vytlacil

Edward Vytlacil

Prof. Dr. Edward Vytlacil is a Research Fellow at C4ED and Professor of Economics at Yale University. He holds a Ph.D. in Economics from the University of Chicago and is a Founding Fellow and former Director of the International Association of Applied Econometrics. His research focuses on applied economics, particularly causal inference and instrumental variable analysis, with applications in labor, health, and education.

Atonu Rabbani

Atonu Rabbani

Prof. Dr. Atonu Rabbani has been involved as a Research Fellow at C4ED and is currently a professor of Economics at the University of Dhaka and a lead academic with the International Growth Centre (IGC). He also serves as an advisor to the South Asian Network for Development and Environmental Economics (SANDEE). He previously held the Mushtaque Chowdhury Professorship of Health and Poverty at the BRAC James P Grant School of Public Health, BRAC University. As an applied microeconomist, his research encompasses health, labor, organization, environment, and energy economics. He specializes in experimental and quasi-experimental methodologies to examine technology adoption, behavioral change, and their economic consequences.

Stefan Sperlich

Stefan Sperlich

Prof. Dr. Stefan Sperlich is Professor of Statistics and Econometrics at the Geneva School of Economics and Management and Director of the Research Institutes for Statistics and Information Science. As a Research Fellow at C4ED, he co-authored “Impact Evaluation: Treatment Effects and Causal Analysis” (Cambridge University Press, 2019) with Markus Frölich and has co-taught summer schools on policy evaluation with him. He studied mathematics at the University of Göttingen, holds a PhD in Economics from Humboldt University of Berlin, and has previously held professorships in Madrid and Göttingen. In 2002, he received the Koopmans Econometric Theory Prize.His research spans nonparametric and small area statistics, empirical economics, and impact evaluation methods, with regional experience in the Sahel, Lake Chad, and North Africa.

Olivier Bargain

Olivier Bargain

Prof. Dr. Olivier Bargain is a Research Fellow at C4ED, a Professor of Economics at the University of Bordeaux, and a member of the Institut Universitaire de France. He is a former member of the Council of Economic Advisors to the French Prime Minister, and has been working as an expert for several international organizations and ministries on social, fiscal and labor market policies. He is conducting research particularly in the area of impact evaluation and causal inference with respect to economic development and labor economics in Africa and Latin America.
