Founder and Scientific Director
Professor Dr. Markus Frölich , our founder and scientific director, holds a PhD in Econometrics from the University of St. Gallen in Switzerland. Currently, he is a Professor of Economics and Chair of Econometrics at the University of Mannheim, Germany, Professor Frölich is an affiliated professor at the Poverty Action Lab (J-PAL) and a guest professor at the University of St. Gallen. He combines his extensive academic background with over 20 years of hands-on experience in statistical analysis and impact evaluation.
Managing Director
Dr. Asmus Zoch-Gordon is the Managing Director of C4ED, where he leads the implementation of strategic goals, oversees acquisitions, manages projects, and ensures smooth daily operations. With extensive experience as a Chief Operating Officer and Senior Evaluation Specialist, he combines operational expertise with strategic insight to drive the organization’s growth and amplify its impact. A seasoned labor economist, Dr. Zoch-Gordon holds a PhD. in Economics from Stellenbosch University in South Africa and a Master’s degree in Economics
Research Director
Dr. Atika Pasha is the Research Director at C4ED, where she has been working since 2017. She is a trained development economist with a PhD in Economics and has over a decade of experience in research and evaluation across Sub-Saharan Africa and South and Southeast Asia. She received her PhD from the University of Göttingen, having finished her Bachelors and Masters in Economics in India. She brings expertise in complex data collection, mixed-method evaluation designs, capacity building and stakeholder engagement
Chief Operational Officer
Dr. Katharina Richert-Döring is the Chief Organisational Officer (COO), Team Lead and Senior Monitoring and Evaluation Specialist at C4ED, where she has been working since 2018. She conducted her PhD in Economics at Heidelberg University, holds a Master’s in International Economics from the University of Göttingen and a Bachelor’s degree in Language and Communication from the University of Marburg. Cara Pang is the Head of Acquisitions at C4ED, where she has been working since 2019. She holds a Bachelor’s degree in International Studies from the University of Oregon and a Master’s degree in International Relations from American University’s School of International Service. Sharafat Hussain Shah joined C4ED in 2018 as Country Director Pakistan. He holds an MBA and brings over 20 years of extensive experience in research management, large-scale surveys, and policy analysis. He manages and leads the Pakistan office and all of its departments, including research, costing, and operations. Under his leadership, the Pakistan office also serves as C4ED’s Asia hub, supporting regional projects and collaborations. Dr. Innocent Mwaka
Qualitative Research Manager
Dr. Innocent Mwaka is a Qualitative Research Manager at C4ED, where he has been working since 2020. He holds a Bachelor’s degree in Social Sciences from Makerere University in Uganda, a Master’s in Culture and Environment from Cologne University, and a PhD in Social Anthropology from Cologne University. He also completed a post-graduate program in Peace and Conflict Studies from Gulu University, Uganda. At C4ED, his work focuses on designing and conducting qualitative components in Mixed-Methods evaluations and designing and conducting qualitative studies and reviews. He has worked across Sub-Saharan Africa, Central Asia, and globally on evaluations in sectors such as land policy, youth employment, health and immunization, climate adaptation, and sustainable livelihoods. His experience spans both project-level and portfolio-level evaluations, including work with international organizations such as GIZ, UNICEF, IFAD, and the European Union.
Deli Ke Wang
Research Manager
Deli Ke Wang is a Research Manager at C4ED, where he has been working since February 2022. He holds a Master’s degree in International Trade, Finance and Development from the Barcelona Graduate School of Economics. At C4ED, he has worked on a wide range of projects, contributing to questionnaire design and programming, indicator development, data monitoring, and data cleaning. He supported data quality assurance for the nationwide MPSS education survey (P2012) in Malawi, a World Bank-funded project involving thousands of students, teachers, parents, and other stakeholders. He also served as Project Manager for the SME Loop project (P22190), an entrepreneurship training program in Benin, overseeing key aspects of project implementation and data quality control.
Justine Abenaitwe
Qualitative and Evaluation Research Manager
Justine Abenaitwe has been a Qualitative Research and Evaluation Manager at C4ED since May 2023. She holds an MSc in Public Health (Health Promotion) from Leeds Beckett University, UK, and a Postgraduate Diploma in Development Studies from Mbarara University of Science and Technology, Uganda. With over 10 years of experience in program implementation, research, and evaluation, she brings strong expertise in qualitative methods. At C4ED, Justine has supported research and evaluation efforts across several major projects, including the EUTF RISE project in Uganda, UNICEF’s Immunization Review in Africa, the IFC/GAFSP Macadamia project in Malawi, and CLASP’s Productive Use Appliance Financing facility in multiple African countries. Her work spans qualitative data collection and analysis, report writing, and proposal development.
Dr. Johanna Gather
Monitoring and Evaluation Specialist
Johanna Gather is a Monitoring and Evaluation Specialist at C4ED and joined the Mannheim office in 2022. Her work focuses on the design and implementation of rigorous impact evaluations, using methods such as randomized controlled trials and quasi-experimental designs, to assess the socio-economic and environmental impacts of development interventions. Johanna holds a PhD in Agricultural Economics from the University of Göttingen. She also holds an MSc in Agricultural Economics and a BSc in Organic Agriculture. At C4ED, she has contributed to multi-country evaluations in Sub-Saharan Africa, Central America, and Southeast Asia. Her sectoral expertise spans agriculture and rural development, food security, climate adaptation and mitigation, early childhood development, and gender-sensitive value chain development. She has worked on evaluations commissioned by the European Union Emergency Trust Fund for Africa and the Green Climate Fund’s LORTA initiative.
Elikplim Atsiatorme
Senior Research Manager
Elikplim Atsiatorme is a Senior Research Manager who has been working with C4ED since 2021. With a background in monitoring and evaluations and the collection of primary data for impact evaluations, he has worked at C4ED for over four years, starting as a Quantitative Research Manager and now a Senior Research Manager. He holds a Bachelor’s Degree in Sociology and Psychology, an MPhil in Peace and Development Studies and an MA in Sociology. His work at C4ED has focused on the design and implementation of monitoring systems and evaluation including counterfactual impact evaluation of development interventions, planning and managing large-scale data collections. He also specializes in survey tool design and data management.
He has contributed to the management of evaluations and coordination of data collections for development programs in West and East Africa. His work spans impact evaluations related to economic development, capacity building, and government service delivery. He has also supported evaluations of UNICEF interventions in South and Southeast Asia, focusing on maternal and child health, immunization, education, social protection, and WASH.
Dr. Zahra Kamal
Monitoring and Evaluation Specialist
Dr. Zahra Kamal is a Monitoring and Evaluation Specialist who joined C4ED in May 2023. Her work focuses on the design and management of research projects, including impact evaluations, case studies, and evidence syntheses. Zahra earned her PhD in Applied Economics from the University of Bamberg, Germany. She holds a Master’s degree in Quantitative Marketing from the Goethe University Frankfurt, and a Master of Business Administration (MBA) from Sharif University of Technology, Tehran. Her thematic expertise spans gender equality and gender norms, education policy, and maternal and child health, and social protection. At C4ED, she has contributed to multiple research projects, playing key roles in research design, survey development, sampling, data management and analysis, as well as stakeholder coordination.
Dr. Viviana Uruena
Senior Monitoring and Evaluation Specialist
Dr. Viviana Urueña is a Senior Monitoring and Evaluation Specialist at C4ED, where she has been working since 2021. She holds a PhD in Economics from the University of Göttingen in Germany and has over seven years of experience in impact evaluation, behavioral interventions, and data collection.
At C4ED, her work focuses on social protection, agriculture, and behavioral interventions, with a regional focus on Latin America and Sub-Saharan Africa.
Dr. Thomas Eekhout
Senior Monitoring and Evaluation Specialist
Dr. Thomas Eekhout joined C4ED in September 2020 and works as a Senior Monitoring and Evaluation Specialist, where he is responsible for designing and managing (impact) evaluations using mixed methods. As the Global Outreach and Institutional Relations Lead, he also plays a key role in building strategic relationships with development institutions and fostering long-term partnerships. He holds a Master’s degree in Research and Applied Economics and a PhD in Development Economics from the Bordeaux School of Economics, France. With nine years of experience in development economics and evaluation, he has gained expertise in labor economics, rural development, and social protection, particularly in the Sub-Saharan African region.
Elisa Sanz
Senior Qualitative Research and Evaluation Manager
Elisa Sanz joined C4ED in 2019, where she serves as a Team Lead and Senior Qualitative Research and Evaluation Manager. She has led a wide range of qualitative and mixed-methods evaluations and research projects. She holds a bachelor’s degree in Psychology, a postgraduate degree in Mental Health Intervention with Refugees, Migrants, and Minorities, and a master’s degree in Globalization and Development Studies with a focus on migration, exile, and activism. She brings over 15 years of experience in social impact and development sector, spanning programme planning and implementation as well as monitoring and evaluation. Her sectoral expertise includes childhood, adolescence, education, migration, gender, and civic engagement. She specializes in child-friendly, gender-responsive, and participatory research approaches, with extensive experience responsibly engaging vulnerable groups such as children, marginalized populations, and survivors of violence.
Sharline Mata Morales
Research Manager
Sharline is a Junior Research Manager at C4ED, where she has been working since November 2024. She holds a Master’s degree in Development Economics from the Georg-August University of Göttingen and brings various experiences in the fields of public policy, economic development strategy and coordination, social protection, trade and FDI, labour markets, and academic research. Previously, she worked at the McKinsey Global Institute (MGI), the Institute for Research in Economic Sciences (IICE), and the Central Bank in Costa Rica. At C4ED, she has worked on projects related to research and impact evaluation on topics such as child labour, social assistance programs and development coordination in various regions such as South Asia, Latin America and Africa.
Johanna Kern
Senior Qualitative Research and Evaluation Manager
Johanna Kern is a Senior Qualitative Research and Evaluation Manager at the Center for Evaluation and Development, where she has been managing qualitative and mixed-method research and evaluation projects since 2021. She holds a Magister Artium in Political Science from Friedrich-Alexander-Universität Erlangen-Nürnberg, Germany, obtained in 2010. Johanna brings over 12 years of specialized experience in development cooperation and humanitarian aid, with a strong emphasis on human-rights-based, gender-responsive, and inclusive approaches to program planning, monitoring, and evaluation. At C4ED, she has led and contributed to a diverse portfolio of research including qualitative studies for UNICEF and FCDO and mixed-method impact evaluations for IFAD, WFP, and the European Union. Her work spans across the Middle East, North Africa, Sub-Saharan Africa, Central Asia, and globally.
Mehwish Hussain
Junior Research Manager
Mehwish Hussain has been a Junior Research Manager at C4ED Pakistan since 2021. She holds a Bachelor of Science in Economics from Fatima Jinnah Women University, Pakistan. At C4ED, she has contributed to various research and evaluation projects in Pakistan, including the UNICEF-supported Child Labour Survey, and has worked extensively on UNICEF’s Social and Behaviour Change (SBC) initiatives, covering interventions in WASH, nutrition, education, health, polio, and menstrual hygiene management. Her responsibilities include tool testing, training of data collection teams, coordination with field teams, overseeing data collection activities, validating data for accuracy, and maintaining data quality through high-frequency checks in Stata.
Atika Saqib
Junior Research Manager
Atika Saqib is a Junior Research Manager and joined C4ED in the year 2025. She holds a PMBA from SZABIST University, Pakistan, with a strong foundation in applied research and project management. At C4ED, Atika Saqib has supported and led key qualitative and quantitative research projects, including UNICEF’s social and behavioral change initiatives and the PPAF Baseline Survey in post-flood Balochistan. Her work at C4ED includes data collection, cleaning, analysis, and research support across social development and policy projects. She also coordinates project activities, trains data collection teams, and supports field management, monitoring, and evaluation throughout project cycles.
Adnan Hussain
Research Manager
Adnan Hussain is a Research Manager at C4ED Pakistan, where he is contributing to large-scale research and assessment projects throughout the country since the year 2025. He is a professional social researcher with a master’s degree in Anthropology and an MPhil in Sociology, as well as more than fourteen years of experience in project management, monitoring and evaluation, and evidence-based program implementation. Adnan brings strong expertise in survey design, field operations management, qualitative and quantitative data collection, and the leadership of multi district research teams. His professional experience includes substantial engagement with government institutions, international development partners, and donor agencies such as the World Bank, IFAD, UNICEF, UNDP, USAID, and the Government of Pakistan.
Abdur Rauf
Junior Research Manager
Abdur Rauf joined C4ED as Junior Research Manager in the year 2025. His core responsibilities at C4ED include project coordination and planning across diverse research assignments, whilst he is also actively involved in training and capacity building for data collection teams. Abdur Rauf supports field management, supervision, and monitoring throughout project cycles. He holds a Master’s degree in Economics from Abdul Wali Khan University, Pakistan, with a strong grounding in applied research. At C4ED, he has assisted and led major assignments in qualitative research, for instance for UNHCR, serving as Team Lead for field operations for the Landell Mills Development consulting (European Union) and Islamic Relief Pakistan.
Bibi Asab
Junior Research Manager
Bibi Asab has been supporting C4ED as a Junior Research Manager since 2021. She holds an M.Phil in Economics from Quaid-i-Azam University and is currently pursuing a fully funded Master’s in Social Policy and Program Evaluation on a merit-based scholarship at HBKU Qatar. In her career at C4ED, she has contributed to major studies, including UNICEF’s Social and Behaviour Change (SBC) initiatives, the UNHCR Forced Displacement Survey, the World Bank’s Early Childhood Development and Parental Adversity Survey, the IFC/GAFSP Macadamia Project in Malawi, the KfW-supported Social Health Protection Initiative, and the Renewable Energy Project in Pakistan. Her main tasks include planning and conducting surveys in Pakistan and abroad, coordinating pre-tests and field activities, monitoring and validating data collection, cleaning data, implementing high-frequency quality checks, and ensuring data protection and ethical research standards throughout the process.
Umair Ali
Monitoring and Evaluation Specialists
Umair Ali currently works as an impact evaluation specialist at C4ED Pakistan since the year 2022, bringing over a decade of hands-on experience in international development settings. At C4ED he has led rigorous evaluations across Bangladesh, Gambia, Pakistan, and Rwanda. Umair is particularly passionate about assessing interventions in maternal and child health, cash transfer programs, and social and behavioral change communication initiatives. More recently, he has expanded his portfolio to encompass projects in agriculture, climate change, and education. Umair holds a PhD in Public Policy from Arizona State University and an MA in Development Studies from the University of Sussex. He has expertise in a wide array of econometric and experimental methods, including randomized control trials, difference-in-differences, matching, and instrumental variable methods.
Muhammad Usama
Research Manager
Muhammad Usama is a Research Manager at the Center for Evaluation and Development in Pakistan, where he has been working since 2019. Usama holds a Bachelor of Science in Economics from COMSATS Institute of Information Technology in Islamabad. Before joining C4ED, Usama worked at NRSP, where he was responsible for process and progress monitoring, managing survey rollouts, and coordinating activities across fifty-six districts of Pakistan. He specializes in quantitative data collection, survey design, field coordination, and data quality assurance across large scale development projects. Usama has extensive experience guiding junior project managers, field teams, and external consultants, and contributes to the development of data collection strategies, monitoring systems, and analysis plans. At C4ED, he has led major assignments, including an IFAD-funded project and multiple evaluations of UNICEF projects across Pakistan, as well as project evaluations for KfW, GIZ, IKEA, J-PAL, and NRSP.

Carolin Hoffmann has been working as a Project Manager at C4ED since 2020. She holds a Master’s degree in Management of Nonprofit Organizations and a Bachelor’s degree in Business Administration and Social Management. With a professional background in international development cooperation, she specializes in project management, communication, and event coordination. At C4ED, she manages large-scale, multi-year development projects, including initiatives funded by the European Union, contributing to the organization’s operational efficiency and external visibility.

Vanessa Rodrigues
Senior Project Acquisition Manager
Vanessa Rodriguez is a Project Acquisition Manager at C4ED, where she has been working since May 2023. She holds a background in Languages and Literature, with further academic studies in Publishing and in Development Education and Global Learning. With nearly 20 years of experience in educational publishing—including a decade based in Southern Africa—Vanessa has worked extensively in tender and project management with Ministries of Education in Angola and Mozambique, NGOs, and the World Bank. At C4ED, she leads the proposal development process from Expressions of Interest to final submissions, coordinating multidisciplinary teams, conducting market research, and managing institutional partnerships. She plays a key role in strategic acquisition processes, supporting donor engagement and overseeing Long-Term Agreements with organizations such as UNICEF, SECO, FCDO, and the Dutch Ministry of Foreign Affairs.
Muhamman Adnan
Tender Manager
Muhamman Adnan is currently serving as a Global Acquisition Manager at C4ED since the year 2023, where he leads donor engagement, proposal development, and acquisition efforts for large-scale programmes with partners such as the World Bank, GIZ, UN agencies and many others. He holds an MBA in Marketing from the Shaheed Zulfikar Ali Bhutto Institute of Science and Technology (SZABIST) and a B.E Electrical (Telecommunications) from National University of Sciences and Technology (NUST). Over the years, he has held key roles with organisations including GIZ, the British Council, CERP, and PTCL, leading multi-stakeholder projects, developing strategic partnerships, and managing complex programme portfolios at national and provincial levels. His expertise spans business development, programme leadership, evidence-based decision making, and stakeholder engagement.

Maximilian King
Controller-Admin and Finance
Maximilian King has been part of the C4ED since 2024, working as a Controller in the Controlling department.He holds a degree in Business Administration from Heilbronn University and previously worked as a financial administrator for a non-profit foundation, bringing practical experience in financial oversight within mission-driven organizations.He is responsible for the development and management of controlling processes and reporting structures for C4ED Mannheim as well as for the international controlling of C4ED Global.
Kerstin Kaufmann
Office Manager
Kerstin Kaufmann has been part of the C4ED since 2023, working as an Office Manager in the Admin and Finance Department. Primarily based in the Mannheim Office, she also supports international operations, particularly in travel management. In addition, she serves as the organization’s Data Protection Officer and assists the IT service team, focusing on hardware-related matters. She completed a German higher secondary education with a specialization in international business in Mannheim, followed by an IHK-certified vocational training as an Office Manager, including a qualification as a Foreign Language Correspondent at a major chemical group. At C4ED, Kerstin has contributed to key operational improvements, including the implementation of a travel management tool and streamlined travel processes, the optimization of procurement and inventory systems, the rollout of an HR tool, and logistical support for fundraising activities.
Waheed U Zaman Khan
International Finance and Accounting
Waheed Khan is a Finance Project Controller at C4ED Pakistan, where he has worked since 2019. He is a Qualified CPA, a Certified Business Accountant (CBA) from ICAP, and is completing his MBA at Universiti Tun Abdul Razak (UniRazak), Malaysia. His work focuses on financial management, project budgeting, liquidity oversight, financial reporting, payroll administration, and audit coordination. He strengthens financial controls and ensures compliance across C4ED country offices while providing financial oversight and support for all organizational projects.
Usman Waqas
Manager in Finance and Accounts
Usman Waqas is a Manager in Finance and Accounts at C4ED Pakistan and joined C4ED in 2023. He is a Banking and Finance graduate with a Post Graduate Diploma in Public Accounting, complemented by professional certifications including Certified Anti–Money Laundering Professional (CAMLP) from the Institute of Financial Markets and Forensic Accounting & Fraud Investigation accredited by the University of West Virginia (USA). At C4ED he oversees core financial operations including budget forecasting, cash-flow planning, revenue and receivables management, tax compliance, payroll, financial reporting, audit preparation, and end-to-end accounting controls. His role ensures financial accuracy, compliance, and operational efficiency across core operations, local donor portfolios (PPAF, NRSP, RSPN), and international projects funded by UNICEF, the World Bank, UNHCR, and others.
Muhammad Shahzad Shahid

Muhammad Shahzad Shahid is currently serving as Assistant Manager in Finance & Accounts at the C4ED Pakistan office. He joined the organization in 2022, and brings with him over 13 years of extensive experience in financial management, accounting, and administrative operations. At C4ED, his responsibilities include preparing vouchers, managing bank and cash payments, handling petty cash, submitting withholding and sales taxes and operating the banking portal for payment transfers. He also oversees EOBI contributions, maintains financial records, ensures tax compliance, prepares bank reconciliations and coordinates regularly with tax consultants and banking partners. He holds a MBA Degree in Finance from COMSATS University, Lahore and a BBA (Hons) from the University of Sargodha. Mr. Shahzad is skilled in Oracle FIS Online Modules, Microsoft Excel, MS Office, financial record management and correspondence.
Ashar Ali Khan

Ashar Ali Khan is an Assistant Manager in Admin & Procurement at C4ED Pakistan, where he oversees day-to-day administrative operations and ensures smooth coordination across all office functions. He joined C4ED in 2020. In his role at C4ED, he oversees boarding and lodging for staff and visitors, manages procurement and vendor coordination, and handles logistics, travel, fleet, and office maintenance. He also supports budgeting, resource planning, and strengthening administrative systems to improve overall efficiency.
Shakir Ali
Digital Media & Communication Officer
Shakir Ali is a Digital Media & Communication Officer at C4ED Pakistan and joined the company in 2025. He specializes in digital communication, UI/UX design, and visual content development. Before joining C4ED, Shakir worked as a Senior Graphic & UI Designer in the private sector. He holds a Bachelor’s degree in Computer Science and an Advanced Diploma in Multimedia Studies.At C4ED, he contributes to enhancing the organization’s digital presence through user-friendly web interfaces, social media content and design, and the development of visual assets such as reports, infographics, and communication materials.
Ahmed Arslan
Assistant Manager HR
Ahmed Arslan is an Assistant Manager HR at C4ED Pakistan, where he has been managing the full spectrum of human resource functions. He has been part of C4ED since 2023. He holds an MBA and brings over five years of professional experience from Pakistan’s leading education sector institutions. At C4ED, he has successfully led end-to-end recruitment cycles for national and field-level positions, ensuring fair, transparent, and timely hiring processes. His role includes recruitment and selection, performance management, compensation and benefits, employee relations, and staff capacity building.
Hamid Khan
Admin & HR Assistant
Hamid Khan has been serving as an Admin & HR Assistant at C4ED Pakistan and joined the company in the year 2025. At C4ED he supports key administrative and human resource functions and has contributed to maintaining accurate office equipment and supply records, assisting in the processing of travel and OPD claims, and ensuring efficient HR documentation and administrative coordination. He holds a Bachelor of Commerce (B.Com) degree and brings over two years of prior experience in a similar role.

Prof. Orazio Attanasio
Orazio Attanasio is Cowles Professor of Economics at Yale University and a globally recognized development economist. He holds a Ph.D. in Economics from the London School of Economics and previously served as Jeremy Bentham Professor at UCL. His research spans early childhood development, taxation in LMICs, and inequality, with major grants from USAID, Gates Foundation, and MRC UK. He has authored over 100 peer-reviewed papers and was awarded an Honorary PhD by Università della Calabria in 2024.
Prof. Joshua D. Angrist
Joshua Angrist is the Ford Professor of Economics at MIT and Director of the MIT Blueprint Labs, renowned for his work in econometrics and labor economics. He earned his Ph.D. from Princeton University and has held academic positions at Harvard, Columbia, and Hebrew University. A long-time Research Associate at the NBER, he is known for advancing causal inference methods in applied economics. He has taught graduate econometrics and labor economics extensively across top global institutions.
Prof. Robin Burgess
Prof. Dr. Robin Burgess is a Research Fellow at C4ED. He is currently a Professor of Economics at the London School of Economics and Political Science (LSE), where he is a co-founder and director of the International Growth Centre and director of the Economics of Environment and Energy Research Programme. He holds extensive leadership roles, including co-director of the Coase Project on the Economics of Climate, Energy and Environment (with Michael Greenstone), past President of BREAD, and board member of VoxDev and CEGA. Professor Burgess’ research focuses on environmental economics, development economics, and political economy, with ongoing projects across South Asia, Sub-Saharan Africa, East Asia, and Latin America.
Prof. Sergio Pinheiro Firpo
Prof. Dr. Sergio Pinheiro Firpo has been a Research Fellow at C4ED since its founding. He was an Assistant Professor of Economics at the University of British Columbia (2003–2006) and at the Pontifical Catholic University of Rio de Janeiro (2004–2008), as well as an Associate Professor at the São Paulo School of Economics (2008–2015). Firpo also served as the National Secretary for Monitoring and Evaluation of Public Policies and Economic Affairs at the Brazilian Ministry of Planning and Budget for two years. His main research interests include microeconometrics, policy evaluation, labor economics, development economics, and empirical political economy. His research has received awards, including the Richard Stone Prize in Applied Econometrics.
Prof. Rajeev Dehejia
Prof Dr. Rajeev Dehejia is a Research Fellow at C4ED and Professor of Public Policy and Economics at NYU’s Wagner Graduate School, where he also co-directs the Development Research Institute. He received his Ph.D. in Economics from Harvard University in 1997 and has held academic positions at Columbia University and Tufts University. His research spans applied microeconomics and econometrics, development economics, labor economics, and public economics, with a focus on methods in propensity score, matching, Bayesian econometrics, and topics such as child labor, microcredit, labor supply, and the role of religion in consumption insurance.
Prof. Pedro Carneiro
Prof. Dr. Pedro Carneiro has been a Research Fellow at C4ED since its founding. He is currently a Professor of Economics at University College London, and also a Research Fellow at the Institute for Fiscal Studies and Research Economist at the Centre for Microdata Methods and Practice. His research focuses on labour, education, and development economics.
Prof. Martin Huber
Prof. Dr. Martin Huber is currently a Professor of Applied Econometrics and Policy Evaluation at the University of Fribourg and has been working with C4ED as a Research Fellow, particularly in the development of statistical methods for causal inference and impact evaluation, for over a decade. Martin Huber earned his Ph.D. in Economics and Finance with a specialization in econometrics from the University of St. Gallen in 2010. Following this, he served as an Assistant Professor of Quantitative Methods in Economics at the same institution. He undertook a visiting appointment at Harvard University between 2011–2012. His research encompasses methodological and applied contributions across various fields, including causal analysis and policy evaluation, machine learning, statistics, econometrics, and empirical economics.
Prof. Isabel Günther
Prof. Dr. Isabel Günther is a Research Fellow at C4ED and Professor of Development Economics at ETH Zürich, where she also serves as Director of ETH for Global Cooperation (NADEL) and Chair of ETH for Development (ETH4D). She previously held positions as Assistant Professor at ETH Zürich, Research Associate at the University of Göttingen’s Faculty of Economics, and at the Harvard School of Public Health. Her research focuses on empirical microeconomics, particularly the measurement of poverty and inequality, population economics, technologies for poverty reduction, and evidence-based policymaking, with a strong emphasis on research in Africa.
Prof. Michael Grimm
Prof. Dr. Michael Grimm has been a Research Professor of Development Economics at the University of Passau since 2012 and a Research Fellow at C4ED since its founding, contributing through impact evaluations in Sub-Saharan Africa, South Asia, and Southeast Asia in the areas of sustainable agriculture, health, and private sector development. He has also held various academic and consultancy positions throughout his career, including Professor of Development Economics at Erasmus University Rotterdam (2007–2012) and Consultant for the World Bank in Washington, D.C., working on the Macroeconomics and Poverty Assessment Skills Program in 2003.
Prof. Edward Vytlacil
Prof. Dr. Edward Vytlacil is a Research Fellow at C4ED and Professor of Economics at Yale University. He holds a Ph.D. in Economics from the University of Chicago and is a Founding Fellow and former Director of the International Association of Applied Econometrics. His research focuses on applied economics, particularly causal inference and instrumental variable analysis, with applications in labor, health, and education.
Prof. Atonu Rabbani
Prof. Dr. Atonu Rabbani has been involved as a Research Fellow at C4ED and is currently a professor of Economics at the University of Dhaka and a lead academic with the International Growth Centre (IGC). He also serves as an advisor to the South Asian Network for Development and Environmental Economics (SANDEE). He previously held the Mushtaque Chowdhury Professorship of Health and Poverty at the BRAC James P Grant School of Public Health, BRAC University. As an applied microeconomist, his research encompasses health, labor, organization, environment, and energy economics. He specializes in experimental and quasi-experimental methodologies to examine technology adoption, behavioral change, and their economic consequences.
Prof. Stefan Sperlich
Prof. Dr. Stefan Sperlich is Professor of Statistics and Econometrics at the Geneva School of Economics and Management and Director of the Research Institutes for Statistics and Information Science. As a Research Fellow at C4ED, he co-authored “Impact Evaluation: Treatment Effects and Causal Analysis” (Cambridge University Press, 2019) with Markus Frölich and has co-taught summer schools on policy evaluation with him. He studied mathematics at the University of Göttingen, holds a PhD in Economics from Humboldt University of Berlin, and has previously held professorships in Madrid and Göttingen. In 2002, he received the Koopmans Econometric Theory Prize.His research spans nonparametric and small area statistics, empirical economics, and impact evaluation methods, with regional experience in the Sahel, Lake Chad, and North Africa.
Prof. Olivier Bargain
Prof. Prof. Dr. Olivier Bargain is a Research Fellow at C4ED, a Professor of Economics at the University of Bordeaux, and a member of the Institut Universitaire de France. He is a former member of the Council of Economic Advisors to the French Prime Minister, and has been working as an expert for several international organizations and ministries on social, fiscal and labor market policies. He is conducting research particularly in the area of impact evaluation and causal inference with respect to economic development and labor economics in Africa and Latin America.
Prof. Paul Clarke
Prof. Dr. Paul Clarke is currently a Professor of Social Statistics at the Institute for Social and Economic Research (ISER) in the UK and has contributed his expertise to design issues of surveys and evaluation to joint projects with ISER and C4ED. His expertise is in methods for the analysis of survey data including work on statistical methodology for longitudinal and causal analysis and the analysis of incomplete datasets has been published in the Journals of the Royal Statistical Society, Journal of the American Statistical Association, the Annals of Applied Statistics, and the Econometrics Journal among others.
Prof. Rainer Winkelmann
Prof. Dr. Rainer Winkelmann works as a Professor of Economics at the University of Zurich, and currently supports C4ED as a Research Fellow with their work on survey methods, empirical policy evaluation and measurement, and determinants of life quality. He has worked formely as a Senior Lecturer at University of Canterbury and as a visiting professor at UCLA, Syracuse University and Harvard University.
Prof. Steve Koch
Prof. Dr. Steve Koch is a Research Fellow at C4ED and Professor of Economics at the University of Pretoria, South Africa. His current research focuses on climate, energy, and health in Africa, with particular attention to South Africa and the broader economic impacts of load-shedding.
