Leadership
Founder and Scientific Director
Professor Dr. Markus Frölich , our founder and scientific director, holds a PhD in Econometrics from the University of St. Gallen in Switzerland. Currently, he is a Professor of Economics and Chair of Econometrics at the University of Mannheim, Germany, Professor Frölich is an affiliated professor at the Poverty Action Lab (J-PAL) and a guest professor at the University of St. Gallen. He combines his extensive academic background with over 20 years of hands-on experience in statistical analysis and impact evaluation.
Managing Director
Dr. Asmus Zoch-Gordon is the Managing Director of C4ED, where he leads the implementation of strategic goals, oversees acquisitions, manages projects, and ensures smooth daily operations. With extensive experience as a Chief Operating Officer and Senior Evaluation Specialist, he combines operational expertise with strategic insight to drive the organization’s growth and amplify its impact. A seasoned labor economist, Dr. Zoch-Gordon holds a Ph.D. in Economics from Stellenbosch University in South Africa and a Master’s degree in Economics
Chief Operational Officer
Dr. Katharina Richert-Döring is the Chief Organisational Officer (COO), Team Lead and Senior Monitoring and Evaluation Specialist at the Center for Evaluation and Development (C4ED), where she has been working since 2018. She conducted her PhD in Economics at Heidelberg University, holds a Master’s in International Economics from the University of Göttingen and a Bachelor’s degree in Language and Communication from the University of Marburg. Cara Pang is the Head of Acquisitions at the Center for Evaluation and Development (C4ED), where she has been working since 2019. She holds a Bachelor’s degree in International Studies from the University of Oregon and a Master’s degree in International Relations from American University’s School of International Service. Technical Team
Innocent Mwaka
Team Leader, Qualitative Research and Evaluation Manager
Innocent Mwaka is a Qualitative Research Manager at the Center for Evaluation and Development (C4ED), where he has been working since 2020. He holds a Bachelor’s degree in Social Sciences from Makerere University in Uganda, a Master’s in Culture and Environment from Cologne University, and a PhD in Social Anthropology from Cologne University. He also completed a post-graduate program in Peace and Conflict Studies from Gulu University, Uganda. At C4ED, his work focuses on designing and conducting qualitative components in Mixed-Methods evaluations and designing and conducting qualitative studies and reviews. He has worked across Sub-Saharan Africa, Central Asia, and globally on evaluations in sectors such as land policy, youth employment, health and immunization, climate adaptation, and sustainable livelihoods. His experience spans both project-level and portfolio-level evaluations, including work with international organizations such as GIZ, UNICEF, IFAD, and the European Union.
Deli Ke Wang
Research Manager
Deli Ke Wang is a Research Manager at the Center for Evaluation and Development (C4ED), where he has been working since February 2022. He holds a Master’s degree in International Trade, Finance and Development from the Barcelona Graduate School of Economics. At C4ED, he has worked on a wide range of projects, contributing to questionnaire design and programming, indicator development, data monitoring, and data cleaning. He supported data quality assurance for the nationwide MPSS education survey (P2012) in Malawi, a World Bank-funded project involving thousands of students, teachers, parents, and other stakeholders. He also served as Project Manager for the SME Loop project (P22190), an entrepreneurship training program in Benin, overseeing key aspects of project implementation and data quality control.
Justine Abenaitwe
Qualitative and Evaluation Research Manager
Justine Abenaitwe has been a Qualitative Research and Evaluation Manager at the Center for Evaluation and Development (C4ED) since May 2023. She holds an MSc in Public Health (Health Promotion) from Leeds Beckett University, UK, and a Postgraduate Diploma in Development Studies from Mbarara University of Science and Technology, Uganda. With over 10 years of experience in program implementation, research, and evaluation, she brings strong expertise in qualitative methods. At C4ED, Justine has supported research and evaluation efforts across several major projects, including the EUTF RISE project in Uganda, UNICEF’s Immunization Review in Africa, the IFC/GAFSP Macadamia project in Malawi, and CLASP’s Productive Use Appliance Financing facility in multiple African countries. Her work spans qualitative data collection and analysis, report writing, and proposal development.
Benjamin Rühl
Senior Research Manager
Benjamin Rühl is a Senior Research Manager at the Center for Evaluation and Development (C4ED), where he has been working since 2021. He specializes in monitoring and evaluation, survey design, and digital data collection, with deep expertise in data management, programming, and enumerator training. He holds a Bachelor’s degree in Political Science from the University of Mannheim and a Master’s degree in International Development Studies from the University of Marburg. He has managed a range of high-impact projects across Sub-Saharan Africa and South Asia, including evaluations funded by the European Union and the World Bank. His work covers sectors such as education, energy access, livelihoods, early childhood education, and health insurance utilization.
Dr Johanna Gather
Monitoring and Evaluation Specialist
Johanna Gather is a Monitoring and Evaluation Specialist at C4ED and joined the Mannheim office in 2022. Her work focuses on the design and implementation of rigorous impact evaluations, using methods such as randomized controlled trials and quasi-experimental designs, to assess the socio-economic and environmental impacts of development interventions. Johanna holds a PhD in Agricultural Economics from the University of Göttingen. She also holds an MSc in Agricultural Economics and a BSc in Organic Agriculture. At C4ED, she has contributed to multi-country evaluations in Sub-Saharan Africa, Central America, and Southeast Asia. Her sectoral expertise spans agriculture and rural development, food security, climate adaptation and mitigation, early childhood development, and gender-sensitive value chain development. She has worked on evaluations commissioned by the European Union Emergency Trust Fund for Africa and the Green Climate Fund’s LORTA initiative.

Carolin Hoffman
Senior Project Manager
Carolin Hoffmann has been working as a Project Manager at the Center for Evaluation and Development (C4ED) since 2020. She holds a Master’s degree in Management of Nonprofit Organizations and a Bachelor’s degree in Business Administration and Social Management. With a professional background in international development cooperation, she specializes in project management, communication, and event coordination. At C4ED, she manages large-scale, multi-year development projects, including initiatives funded by the European Union, contributing to the organization’s operational efficiency and external visibility.

Vanessa Rodrigues
Senior Project Acquisition
Vanessa Rodriguez is a Project Acquisition Manager at the Center for Evaluation and Development (C4ED), where she has been working since May 2023. She holds a background in Languages and Literature, with further academic studies in Publishing and in Development Education and Global Learning. With nearly 20 years of experience in educational publishing—including a decade based in Southern Africa—Vanessa has worked extensively in tender and project management with Ministries of Education in Angola and Mozambique, NGOs, and the World Bank. At C4ED, she leads the proposal development process from Expressions of Interest to final submissions, coordinating multidisciplinary teams, conducting market research, and managing institutional partnerships. She plays a key role in strategic acquisition processes, supporting donor engagement and overseeing Long-Term Agreements with organizations such as UNICEF, SECO, FCDO, and the Dutch Ministry of Foreign Affairs.

Maximilian King
Controller-Admin and Finance
Maximilian King has been part of the Center for Evaluation and Development (C4ED) since 2024, working as a Controller in the Controlling department.He holds a degree in Business Administration from Heilbronn University and previously worked as a financial administrator for a non-profit foundation, bringing practical experience in financial oversight within mission-driven organizations.He is responsible for the development and management of controlling processes and reporting structures for C4ED Mannheim as well as for the international controlling of C4ED Global.
Kerstin Kaufmann
Office Manager
Kerstin Kaufmann has been part of the Center for Evaluation and Development (C4ED) since 2023, working as an Office Manager in the Admin and Finance Department. Primarily based in the Mannheim Office, she also supports international operations, particularly in travel management. In addition, she serves as the organization’s Data Protection Officer and assists the IT service team, focusing on hardware-related matters. She completed a German higher secondary education with a specialization in international business in Mannheim, followed by an IHK-certified vocational training as an Office Manager, including a qualification as a Foreign Language Correspondent at a major chemical group. At C4ED, Kerstin has contributed to key operational improvements, including the implementation of a travel management tool and streamlined travel processes, the optimization of procurement and inventory systems, the rollout of an HR tool, and logistical support for fundraising activities.

Orazio Pietro Attanasio
Orazio Attanasio is Cowles Professor of Economics at Yale University and a globally recognized development economist. He holds a Ph.D. in Economics from the London School of Economics and previously served as Jeremy Bentham Professor at UCL. His research spans early childhood development, taxation in LMICs, and inequality, with major grants from USAID, Gates Foundation, and MRC UK. He has authored over 100 peer-reviewed papers and was awarded an Honorary PhD by Università della Calabria in 2024.
Joshua D. Angrist
Joshua Angrist is the Ford Professor of Economics at MIT and Director of the MIT Blueprint Labs, renowned for his work in econometrics and labor economics. He earned his Ph.D. from Princeton University and has held academic positions at Harvard, Columbia, and Hebrew University. A long-time Research Associate at the NBER, he is known for advancing causal inference methods in applied economics. He has taught graduate econometrics and labor economics extensively across top global institutions.
