C4ED Founder and Scientific Director
Our Founder and Scientific Director Professor Dr. Markus Frölich brings valuable expertise to C4ED. With a PhD in Econometrics from the University of St. Gallen in Switzerland, he combines his extensive academic background with over 20 years of hands-on experience in statistical analysis and impact evaluation. Currently, a Professor of Economics and Chair of Econometrics at the University of Mannheim, Germany, Professor Frölich is an affiliated professor at the Poverty Action Lab (J-PAL) and a guest professor at the University of St. Gallen. His research focuses on advanced econometric and statistical methods for impact evaluations, longitudinal data analysis, and survey design. Throughout his career, Professor Frölich has led numerous evaluation projects for renowned organizations including UNICEF, the World Bank, the European Commission, the Green Climate Fund (GCF), IFAD, ILO, UNDP, WFP, and many others. His work has spanned more than 30 countries, with a strong emphasis on regions in Africa and South Asia, helping to drive evidence-based policy and development..

Our Project Acquisition team is responsible for screening and assessing opportunities as well as leading the application process for tenders by major international organizations in the field of development cooperation. In this role, our Project Acquisition team coordinates with other internal teams to ensure that all proposals are submitted in a timely and accurate manner. During this process, our Project Acquisition team is also the main point of contact for the client, local partners, and external experts. Specialists in project management, our Project Acquisition team exhibits strong organizational and management skills, attention to detail, and the ability to work under tight deadlines.
Managing Director
Dr. Asmus Zoch-Gordon is the Managing Director of C4ED, where he leads the implementation of strategic goals, oversees acquisitions, manages projects, and ensures smooth daily operations. With extensive experience as a Chief Operating Officer and Senior Evaluation Specialist, he combines operational expertise with strategic insight to drive the organization’s growth and amplify its impact. A seasoned labor economist, Dr. Zoch-Gordon holds a Ph.D. in Economics from Stellenbosch University in South Africa and a Master’s degree in Economics from Göttingen University in Germany. With over a decade of experience working in developing countries, he specializes in designing and implementing project impact evaluations, leading complex data collection efforts, and building robust monitoring and evaluation (M&E) systems.

HR & Admin
In addition to our program and research staff, the Center for Evaluation and Development also has a dedicated administrative team that ensures that our internal operations run smoothly around the globe. This team is responsible for managing the day-to-day operations of our organization, including financial management, HR, and office management in the Headquarter in Mannheim, Germany, but also in the international offices in the African countries and Pakistan. They work closely with all members of the C4ED team to ensure that our work is supported by the necessary resources and infrastructure.
